    Default starting location swapping

    I'm playing 1.6 and was wondering if the Slave rebel faction locations are coded somewhere other than desc.strat
    I tried swapping some of the Free People's location with those of the other Slave faction in order to "experiment" with AI behavior and for the most part it worked.
    Although when loaded, the Free People are stationed where I want them to be but the Slave faction locations are empty settlements.
    I checked only to find that the general/governor of those cities are all named Conan.
    Does this have something to do with it?
    Why aren't they swapping cities correctly?

    Did you delete the map.rmw?

    no, i didn't think you would have to do that again after installation.
    what does it do?
    i was thinking it had something to do with txt file since i have been able to do that with other mods.

    For some things it doesn't really matter, but for most map related issues, the map.rmw is the reference the game uses to create the map from in game. When ever you make a change to any file, its just good practice to delete map.rmw. The game will rebuild it during launch.
