    The base farming level is found in the D:\Program Files\SEGA\Medieval II Total War\mods\british_isles\data\world\maps\base folder. It is called the descr_regions.txt file.

    In this example from my mod below, the red emboldened number is the base farming level. 1 represents .5% in population and then 2 represents 1%, and so on.

    Also, if you add a grain resource to region it also increases population growth by .5%.

    Aberdeen_Region
    Aberdeen
    scotland
    Gordon_Rebels
    99 63 0
    aroads, royalburgh, dunbar, markettown, nelson, kidnapped, townwall, cathedralcity, warwolf
    5
    1
    religions { catholic 10 welsh 0 scottish 70 irish 0 norwegian 5 heretic 0 gaelic 15 french 0 }
    Important: Each time you make a change and want to see that change reflected ingame, you must delete the map.rwm file.

    I hope this helps.

    That obviously only counts at the beginning. Actually it is represented by those little icons that look like corn (Base Farming Level).

    You can also increase the value of each farming level (the value) in the settlement mechanics file. 1.0 in settlement mechanics is 0.5% per 1 in farming level. you can change that up or down. Basically, if you wanted to increase EVERY regions farming level you would be better off simply changing the settlement mechanics file, unless you wish to change each region in different percentages.

    I am currently trying to change growth rates so that a lot of settlements will never achieve bigger size than a city, so losing a large/huge city will affect the faction really badly.
    Thanks guys
