Default Is it a bug, or a feature...

Occasionally, one of my armies will be reduced to practically no movement points, and even those are instantly removed as soon as I order them to move. The problem usually doesn't persist for too long. So what I'm wondering is, is this because I'm leaving them in the wrong territory for too long, or has something gone wrong? In either case, what can I do to avoid it happening? It's rather annoying to have an entire cavalry stack get stuck halfway through Thrace after my generals shopping trip to the north.
Man 1 - I have an awful joke for you
Man 2 - Oh really? What's so bad about it?
Man 1 - It has no punchline.

You should check the traits to figure out what's happening to your troops in enemy territory.

This sounds awfully lot like a bug from v1.0 regarding the traits. I guess something didn't get fixed. Perhaps the general has a "fatal illness" sort of trait, so you can't really move him around.
