Problems with permission

I have recently been trying ti download Alpaca's .strings.bin converter

But when i download the porgram and try and extract in into the correct folder (data/text directory). It comes up with a message saying i have no permission to place it within this folder even i have removed the 'read-only' in properties.
Is there something else I need to change before I stuff to this folder?

Sounds like a Vista thing: right click on the properties of the download. there should be a writing about files from another computer and allowance. Check the box and extract. (Me thinks)
