    I know it used to be when Scotland was reduced to one settlement. Haven't played 6.2 enough to see him yet.

    Doesn't it depend on the year? I mean that William Wallace shouldn't be able to appear during the 16th century and all that.

    i think the year has to be 1261 and scotland controls < 2 settlements.
