Whats the easiest approach i can take to totally "NERFING" Poland + Marathas?

I am sick and tired of the Marathas and Poland dominating my campaigns. Without fail by 1750 Poland controls all of central Europe and has eliminated Prussia, Austria and a litany of other minor nations. The Marathas on the other hand consistently achieve total control of the Indian subcontinent as well as making countless naval invasions into the Americas and Western Europe, last campaign they successfully invaded Britain for Christ's sake!

Anyway, I digress. None of these nations were world powers at this time, and I don't want them to be in my game either. Which is the easiest way to guarantee that the Marathas and Poland are eliminated or significantly underpowered every campaign? Should I use DB editor? Pack File? ESF? I've tried lowering the units stats for Polish and Maratha land units in PFM but to no avail. I should inform you that I am woefully inept at modding.

best way how to eliminate naval invasions from Marathas would be to deny any Indian faction any ships.... they didnt buildt any of those entire 18.century by themselves anyway, plus any ships they actually had were used for piracy and not military use....

and for poland, i would say give their infantry more upkeep, and make them less effective - Poland-Lithuania was on decline in 18.century,their armies were far from invincible Prussian killers....
