There should be more snow, it's the best kind of weather.
Yea I have noticed this too, I will be fighting in a area that is filled with snow and I look all around me, and everything else looks like summer. And then when I move my next battle to the spot where there was no snow, there is snow there. Wtf?
It's the climate attribute of the battlefield. If the battlefield is set in a region that has the attribute that is normally associated with vegetations of the snowy areas of the map, then it will have snow during winter battles. For example, if you had pine trees in some part of southern italy but the attribute for the pine trees were "alpine_forest", then during winter, you will be fighting battles in that area with snow rather than without snow. It's something that the game engine is responsible for.
At least to my knowledge.
