But... I don't see any codes which could possibly change the papals stars, there are these war codes (Norway at war with *****)

Well, Wille, you didn't follow through on my suggestion earlier on. Otherwise you would have noticed that the standing with the pope changed. (And I wouldn't have started to believe in the hardcoded devil) Just did a try myself: gave england a plus 0.8 and hre a negative 0.8 in relationship with papal_states in the descr_strat. Result: hre right the bottom and england at the top of the pope's list.
The faction standing is right at the bottom of the descr_strat file, so if there is an error in the file all faction standings will end up right in the middle. (errors in the descr_strat leave you with empty villages owned by the rebels)
Sorry, I'm abit confused.
Konny says, the descrstrat in the /data does nothing and I can delete it.
Gigantus says I should edit the papal states standings in the descrstrat(there are 3 descr strat files to edit). But only the descrstrat in the /data got the papal standings, not the other 2.

I am not sure where the confusion is: my instruction pertains to the valid descr_strat quite obviously (why would I ask youto change something in a wrong file?). Also obvious is that you did not tell us which of the you are showing us entries from. In my case, simply copy the lines from the papal_states entries into the correct file in the correct position.
In DLV we have a popup question at the start of the campaign where we choose which faction standings setup we want from 2 options. So it's in the campaign script.

The basic faction_standing is in the descr_strat. What you describe is a script (certainly a lengthy one) that sets the faction standings through the said script. In principle a 'mini' descr_faction_standings file. The first option will be the fction standing in the descr_strat file the other option will be through the campaign_script file, somewhat like this:
monitor_event [yes no counter from question]
set_faction_standing papal_states hre 0.8
set_faction_standing hre papal_states 0.8
terminate_monitor
end_monitor
