    How do I change the ownership of a settlement? Like, in the games files, not in-game.

    Do you mean changing the starting settlement owner, like in descr_strat?

    You would do it by copying and pasting the settlement from its current faction into the new faction. Just make sure the buildings in the settlement are allowable by the faction you are placing it in.

    I did that, yet it's still showing up in-game as a rebel town.

    You need to move around the garrison as well. That is, if it is owned by faction x, but faction y's garrison is in the town, it will be under faction y's control.

    Expand your borders, a mod based on XGM 5.

    ... and delete the map.rwm!!!
    That's the most important after hard-changes of the map (including ownerships)
