I've just been playing around with devastation and happened to notice that if my governor leaves his settlement devastation is reduced from 114 to 96 in this example. Why is this?

What traits and ancillaries did he have? I am sure some of them amplify the effects of devestation.
My guess is that the devastation is dependent on the income from farming, although it can be more than 100% of the income
My guess is that it depends on the general income, not just farming.

Likewise there are two ancillaries, brilliant_inventor and overseer.
I guess if a person with these traits leaves a settlement, the farming output will decrease. I don't know if there is a trait with hidden output decreases.
