Patch2.pack question

I'm editing some of the unit abilities in game, but am confused as the file -

unit_class_to_unit_ability_junction table

Is different in patch2.pack in that it dosen't contain any references for abilities like fire by rank,
square formation etc. The only ability the infantry units have is fire_volley.

However all the abilities are there in patch.pack unit_class_to_unit_ability_junction table so I'm going to use that one in my mod.

I'm just wondering what the point of the patch2.pack one is?

Warpatch Campaign?
I saw there many Indian units and tables so I'm 90% sure.
