    C:\Program Files\SEGA\Medieval II Total War\mods\Stainless_Steel_6\data\descr_campaign_db.xml

    You want to change the <can_build_forts bool="false"/> to <can_build_forts bool="true"/>

    Why were forts disabled in 6.2 anyway?

    The AI has trouble putting them in places where they're actually useful, preferring to build them sporadically. A garrison script would sort it but I can't help there

    Probably in the same file. But ask a modder for detailed information...

    The AI has a tendency to go all "Maginot Line" with forts at times. Then it doesn't garrison any of them.

    Certainly does. But it matters little, they're still useful empty.
