I'm viewing the tables in DBEeditor...but

I can't seem to edit it I tryed many keys and clicking and blah.

I just want to set some unit limits from 6 to 0 and etc. I feel incredibly dumb getting so far yet can't figure this out.

A help hint, even if you don't intend on exporting your small mods to the public, it is still wiser to leave the original patch.paks as is and create your own tables and mod to put into effect your desired changes.
Otherwise, come next patch you will have to go back and make the same changes again.
