Second: It might require some tinkling with the AI files. But remember: most elephants are missile units, they are not meant to charge into a melee. Same is true for horses: the missile ones don't charge.

Gigantus is right, you will need to change their class to heavy cavalry in export_descr_units.txt.
Find this bit of the entry for the elephant:
and change it to this:Code:category cavalry class missile
They should now act as heavy cavalry.Code:category cavalry class heavy

On another note, since I have tried that in the past with partial success, I would also suggest adding prec in the attack attributes
