It is posible to unlock all the units in custom battles for the modswitch version?

Yes. You just need to remove the no_custom attribute from the aor units in EDU. And you may have to add some faction ownership for some to get them to appear for certain factions, but if you do that it might affect your campaign so make sure you have a backup of the original EDU before you start any work on a new one. Also keep in mind that only 100 units will appear on the custom battle panel.

solved thanks for the infor i have another questions the republican legions are only the ones that appear on the game or there are more legions (like X,XI,etc)

The only post reform faction units the romans have iirc are the regular legionaries together with the eagle legionaries and a cavalry unit(forgot the name; equites alares?). Besides which you also have access to the aor units of course. As a conclusion, there are no imperial units.
