It's often unclear. Sometimes the two terms are interchangeable while sometimes it's implied that "goblins" are a different breed changed by living underground in the Misty Mountains.
The term "goblin" was most likely used in the Hobbit because it leaned towards being a children's book so everything was toned down to the "goblins & fairies" style of writing hence the goblins, drunken elves singing silly songs, silly trolls discussing how to cook Bilbo, kiddy names like Filly, Killy, etc.
Regardless of that just thing of the OoTM as a separate "clan".
Goblins are Orcs like Arabian Horses are Horses. In some parts of the books at least.![]()
