Are you sure? It's not available in my darkage campaign, even though I've already built every structure available in Constantinople.

Most probable this unit requires a certain date/event-code in the tech-tree. Surely, if the DA camp is played it will need "some" years.
I've not added this unit, that happened in one of the 3.x versions, so SV himself can reply to that better.
You could also open the file in mods/sicilianvespers/data/export_descr_buildings.txt and search for the unit there to get an idea.
