Roads are an option to build for Avruticum, tucked in the mountains against Gaul, but the roads lead nowhere. I am assuming this is how it was designed. If not, can someone let me know.

Someone's already mentioned it. The roads "work" in that they increase your land trade, but there's no road "tiles" which let you move faster.
Apparently, this helps guide the AI's expansion or something.
Personally I can't imagine Romans or anyone else building the roads in high Alps. It wasn't possible in the ancient times (no sufficient technology). And Avruticum is located in the midlle of the Alps. That's what I think. Btw, I think that there's another region where the roads don't exist![]()
