Windowed Mode- Steam

Would someone be so kind as to copy/paste their shortcut properties for windowed mode with Steam? I've searched the forum and found several ideas, none of which have worked for me. For something so simple, it is really aggravating me.

Here is mine (which does NOT put SPQR into windowed mode):

"C:\Program Files\Steam\Steam.exe" -applaunch 4760-ne

Or if someone sees something I am doing wrong, please let me know! I just want to play in windowed mode!

Put a space before the -ne.

Like this:

"C:\Program Files\Steam\Steam.exe" -applaunch 4760 -ne

If you launch from Steam itself, you can also go in and right click on Rome in My Games, then go to Properties, then click on "Set Launch Options", and throw "-ne" in there, too.
