Well ignoring the Ottoman's having survived until gunpowder, the Ottomans did come to hold all of the lands previously posessed by the other two.
I'm going to go with the Ottomans.
Ottoman Empire, Mamelukes noway, they were conquered by Ottomans. Ottoman Empire also was the strongest empire in the world from 1500's-early 18th Century.
Pretty stright forward. The Ottomans.
The Seljuks and the Mamluks were powerfull, but their power never rivalled that of the Ottomans. As we know the Ottomans conquored the Mamluks.
Ottomans. They were much more stable and with a better overall army.

Please show me a war in which Hapsburgs won against Ottomans (Not counting later then 1750's, but they never successfully invaded after that too)! Holy League never was able to defeat Ottoman Empire. That's 1 nation against 5, and it can still defeat them. If Europeans had fought alone they would fall. If Suleiman had lived at least a year longer, he would have laid new siege to Vienna and would take it.
That still does not mean it was the most powerful nation until the 18th century. Spain controlled a vast empire in Europe and the new world, and was very rich because of it. They also needed to spread their armies quite a bit to control their territories, fighting wars in France, the Netherlands, and in Germany at the same time. I would consider it on par with the Ottoman empire from about 1600 until the mid 1600s, when France starts to get the upper hand over Spain. Not saying the Ottoman Empire wasn't very powerful too ( probably one of the greatest powers in the 1500s and 1600s), but saying they were the most powerful empire in the early 18th century just isn;t right. One of the most powerful, to be sure, but they had to centest that crown with the Dutch, the French, and other major colonial powers.
edit: Oh, and I forgot China. China would certainly provide competition for the title of most powerful nation.

The Ottomans. They conquered Greece for God's sake! Every other Eastern nation that had tried this before had failed spectacularly. Plus, like someone mentioned before, they controlled practically everything the aforementioned two did.

However, Ottomans did not control biggest Seljuk domain; Iran.
