Newbie here, a few questions
1. do we need to have BI installed to beta test this?
2. how should i approach the campaign adviser, since it is the background script? does changing the setting in 'no advice, low advice, medium advice, high advice' before beginning a campaign make a difference? can i X out the adviser?
anything else i should know? sage advice?

2) Yes you can, it doesn't make any difference as the background script starts automatically

where does the preferences file manifest? i moved the beta folder out of program files ( as suggested ) due to the UAC. the only one that's in Local/VirtualStore is my regular RS 1.5 preferences file.

The preference.txt file will only appear after the game is launched for the first time. I'd suggest going into options and changing something just to make sure it's created.
The best thing to do is to keep the original RTW install clean and not apply any mods to it. I did launch RTW and RTW BI and set up the options that I wanted. I also edited the preferences.txt file as there are some settings that don't appear to be set in game (glints for one - also I play with 'minimal UI'). I simply copy that install to a new folder and then apply any mods to it (or another copy).

My understanding is that it doesn't create itself until you play it but after that it'll be in /preferences (and there's a seperate one in each mod folder)

If you take the approach that I took you will find that the preferences.txt files that are created in the mod folders will be based on the one in the preferences folder. The only thing that I have to set up after starting one of the mod foldered campaigns (play Rome, Carthage etc) is the control keys used for speeding up the battles (as I play with minimal UI - there is no keys for that).
