    Icon5 cant open files to edit

    i hate upkeep in empire total war. I use to change almost everyones upkeep to 50. But for some reason now i cant. i cant use pack file manager to open up the patch.pack to edit unit costs it says the DB editor supercedes it. so i downloaded the brand new DB editor only to find out that on the list of files i can open, there isnt a patch.pack file. what is going on? did the new patch totally mess everything up? how can this be solved? any help will be greatly appreciated.
