    Default Taxes, happiness and garrisons in VH

    I'm starting a new Rome campaign on VH/VH and I wonder, what's the most economical way to manage taxes and happiness? I find the situation manageable in mainland Italy, especially since I keep most of my governors there, but any city with a different culture quickly requires a large garrison to keep a blue face. So essentially my question is this : is it better to maximize income to have a large garrison and very high taxes or the bare minimum that will keep a blue face at low taxes?
    (Assume we are only using the cheap vigiles and nothing else...)

    It depends on how much you make from taxes in each city. If you don't make more than the vigiles cost by raising taxes, then lower taxes are the way to go. Also, as long as the city is at 70% or higher, it won't riot.

    I'm not a VH/VH player but garrisoning for taxes should not work on any difficulty. Play around with the tax value and calculate how many units it takes. It won't be woth it.
