Well, try turning on subtitles in the Audio menu. The game puts together the speeches quite randomly from separate types of speech files, according to the situation you are fighting in.

Ever use subtitles? They don't match exactly what the general is saying, and sometimes is quite far off and makes no sense if just read. Probably for the reason you stated.
