Honestly, I don't see how a figure on their own can be controversial. Though the most common answer you'll likely get is Hitler, because the ideas he stood for were highly controversial.

By my oppinion controversial figures are the ones who's deeds or characteristics have different reception among the people and create different oppinions and attitudes. For example Hitler is not controversial figure, his deeds and ideology are clear and most of the people have same oppinion about them. On the other had Stalin is controversial figure, some will consider him as no better than Hitler while for others he is positive character. Also some one can be controversial in the matter of his importance or unimportance, someone can think that person X had crucial role in some event while some one can think that he had no importance at all.
For me most controversial historical figures are Napoleon, Rasputin and emperor Manuel I Komenenos.
I'm tempted to agree with this, probably one of the most controversial figures out there. For example, he was trying to reduce the impact of serfdom... but his army was comprised of life-conscripted people. The areas that Russia conquered from Sweden in the Great Northern War were anything but happy to be ruled by Russia instead of Sweden. This because there was a much greater wedge between the nobility, clergy and everyone else than in Sweden. Yet he claimed to be ''reforming'' Russia and so on...
I would say Napoleon ranks as one of history's most controversial figures.
After all some 69,000~ days have passed since his death and over 300,000 seperate titles have been written about him.

This is interesting. I doubt he was controversial in Europe, but he was certainly seen as radical by elements of contemporary Russian society. I would say not so controversial overall. Very interesting, for sure. But I don't think that he's so controversial, ultimately.

I would say Joseph Stalin. Some people view that Hitler was far worse than Stalin, but Stalin was equally as awful. His own internment camps had once held my great great grandmother were just as bad as concentration camps. He also used soldiers and men as though they were simple supplies that were worth nothing, just like scrap metal. I feel very sorry for all those people who suffered under his bloody rule.
