Consider the facts: 1. the voting peasants are prone to ill judgment, 2. government that is effective in one area moves on to a new area of tyranny, and 3. government tends to lack the spine to make absolute moral statements. All three of these would combine, under a marketing-savvy "persuasion" ability (sounds creepy to me), to make a world where the state is even more heavily worshiped than it is today.
