Convert it to city, the population will grow much faster.
Ajaccio is utterly useless as a castle, and it can make a lot of money as a city.

Several things to do and notice:
    -use cheats
-take a general with high chivalry there as a governor
-edit descr_settlement_mechanics.xml to reach upgrades earlier
-add grain resource there (I can help with it, just PM me)
-edit descr_strat.txt to statr with higher population
    -build farms
-as TheKnightRoberts said, turn it to city for a short time; however, you'll lose your stables, and that's not fun
    I don't discover anything else.
    Btw Ajaccio grows really slowly.
With your Damietta issue, I can't help you. Post this to bug reports sub-forum

I absolutely agree. In fact, it gives me fond memories of vanilla 1.0, where the naval AI was so hopeless that you didn't even need to bother with a proper garison, just enough to stop riots...

But I digress. If you are playing as Genoa, then you shouldn't need many castles anyway, as most of your best units will come from cities. As for the Damettia problem, I also can offer no assistance, save perhaps giving it to another faction, and then asking them to give it back. It probably won't work, but there's always the possibility.

chivalry man, I mean, I was playing Scotland just a while ago and I had a castle that was growing less then a percent, and I put my most chivalrous guy there, and it started grow live 6-8 percent. sparing those prisoners DOES have real benefit, you know.

Though they sweep over our lands like the sands of winter, never again will we bow before them; never again endure their oppression; never again endure their tyranny. We will strike without warning and without mercy, fighting as one hand, one heart, one soul. We will shatter their dreams and haunt their nightmares, drenching our ancestors' graves with their blood. And as our last breath tears at their lungs; as we rise again from the ruins of our cities...they will know: Helghan belongs to the Helghast." -Scholar Visari
