Default change Core Buildings and Squalor

Question - Is is possible to change the core buildings and Medieval 2 total war, i want to change it from the walls to the city hall group. And is it possible to reduce squalor at larger towns, really annoying when you max out a city and squalor become unmanagable.

core buildings - should be possible, just a lot of work as there are several other files that refer to it.
squalor - is handled in descr_settlement_mechanics on a global scale

when you max out a city and squalor become unmanageable.
That is how the game mechanics work, else you could have mega cities. Create some buildings with health bonus (like the aqueduct) for higher level cities.
