I would like to know.If the city reach the population and New Governor house coming.


Can I build it now?Or should I build the rest of things,and then upgrade the city.The Question is:
I ruin something when i upgrade the city now? Xp dont come to soldiers,income is lower,population is lower or what?

There is nothing wrong with building ingame. Sooner you upgrade, the better structures you can have.

I always upgrade to next level as soon as I can, Once I have access to Principals and triarii, i build a blacksmith and start spawning troops to assist the northern borders
