I recently tried to play RS with having Governors manage the cities -
however, it is quite difficult to distinguish these two different types of "generals"; not all carry the label "Governor".
Or do I miss something?

just bring the general out of the city(if he's in one) then click on the body garud info button and bingo you see what kind of "general" he is

Just out of curiousity, why is this?
Personally, as long as generals are still recuitable I'm fine with it. But I liked the dismounted gaurds . . was more city-ish

Governors usually have very few men in their guard (around 13-14, depending on their influence it can be more), while generals and family members have around 24 (again depending of influence). My problem always was to quickly distinguish family members from generals, but I guess the only way is to look in the family tree, as their bodyguard units are completely the same. But nowadays I don't really care who is what.Also if I want to use only family members I recruit only governors, so every 24+ command unit is bound to be a fam member.

I prefer foot-generals. They seem to survive better
true that, but i prefer to have AI foot generals command reinforcement armies. Less chance of them charging into a wall of spears. Of course there is a tendency of them to get surrounded and thus messily chopped to a billion pieces.
O well, AI is AI at the end of the day.
