The British, if I remember correctly they put down a Kurdish revolt in 1917 with chem tipped artillery shells.

He's not allowed? Noone seemed to mind a great deal back then. Apart from some very, very disturbing images on TV, a few fancy speeches and a bit of public condemnation noone gave a toss. He was a friend, remember? So I'd say it's the opposite, he most certainly was allowed.

Ultimately the attacks benefitted Iran the most though. It allowed them to declare Jihad on the Iraqis since they had "digressed" from the right path of Islam.
