Default Is there any way to make a port prosperous by editing any of the est files?

ok the title basically says it all, however I was wondering if you can do this to really any town or port slot. It would seem likely that one of the numbers in the region slot section of the Region array stuff could effect whether a port for example is poor or wealthy... can anyone help me on this?

EDIT: ok i found out how, first off I can just mod an ancillary with an effect that helps give town/region wealth. AKA A TW (which means town wealth) effect.
or I can go into the region manager and change the value of the 8th line of the region slot to 5....

Town wealth effects only increase the region wealth for the capital I believe. Could be wrong though

No thing is everything. Every thing is nothing.
