Ok, I have GIMP! Would photoshop elements 7 be any good? Basically, I want to make a grenadier with a kilt! Is this possible with GIMP?

Hold on I am lost. Just looking in this folder "MY PACK FILE" using the dbeditor! How do I use it as a template?

Here is basic overview;
You open patch.pack or main.pack and extract the table you want to work with.
Then open your personal pack and import those tables; do all this before you make any changes.
You can use PackFileManager to change the pack type on your pack file to either movie, which is easier because it loads without any further editing once you have finished importing your tables into the pack.
If you make it a mod pack type you will have to edit anotehr file to make it load or use ModManager!

When you open one of those two packs I mentioned with Pack File Manager you can select a table and right-click to choose to extract it.
Not the directory it extracts to because you are going to open your pack and right-click to import and browse to the table!
For using Pack File Manager and DB Editoryou might want to ask in the threads about those tools -- I use Excel, lol!

That's basic info on how to skin a new unit once you create it.
I would say start with step 1 of that thread and go through every step!
It's a great guide on how to create a unit from ground up.
