Im playing as Byzantium and i have 2 castles on anatolia. one at Amastra and another at mytil or something similar. they are the two default castles you start with in the high era campaign. at the castle to the south west, mytil, i have all the level 2 military buildings and can train all the basic units. at amastra i also have all the level 2 military buildings but cant train the basic non militia spearmen and a few other units. they were both listed as byz culture area so why dont they recruit the same units when they have the same buildings and they are in the same geographic location. here is the desrc of the problem castle:
