    Are you using any Submods?
In the latest version of RR, very simple gunpowder units, like Hand Gunners should start to appear around that time.

In my campaign, gunpowder event usually happens around 1240-42, with first gp buildings available. However, units like handgunners come later on with invention of a handgun.

There are some mods that delay incoming of gunpowder but I doubt you've installed them. My guess would be some mess around campaign_script/events.

Make sure that disable_events in medieval2.preference.cfg is set to 0

That may be the point. But I had the same problem (as you remember) and disable_events = 0. I played with Hungary, and was near year 1300 AD and hadn't gunpowder event appeared. So I installed 6.1 (I thought I had already) and that helped.
So, patch it to 6.1, that should help you mate! In 6.1 missing gunpowder events have been fixed.

so i installed 6.1 and the real recruitment thing.
i had to start a new campaign, chose late, but now i even cant train imperial knights anymore, best thing to recrute are feudal knights. do i have to wait until a certain year till i can train plate armor units like imperial knights or gothic knights? i cant even improve my smith so i can use partial plate, best thing i have is heavy chain. Does this come from the patch or the real recruitment and is this normal?

It's because of RR I think. I don't know better because I haven't got it myself yet, maybe a bit later.
See the Real Recruitment thread in the submods-forum.

That is RR, yup. You have a PDF file, that came with the mod, that explains the details and when plate, pike, gunpowder and so on becomes available.
