Can only build units in Sparta

I have no option to build an oligarchs gathering (sp) anywhere, which means i can't build units except ships and the 30 000 unit except in Sparta. What is wrong?! This is a pretty dead place so i hope you don't mind if i post this in the front

Oligarchy acceptance has to grow to 35 percent before you can build barracks and start recruiting Spartans.

oh thanks, that could be it +rep It must take a long time then since i have 20 provinces now and still can only build in Sparta. It is wierd, Athens etc. have oligarchy like me, but when i take it i can't build anything. I will check and come back and edit this post to see if that was the problem.

EDIT:
No, that is not it. Many of my cities have almost 100% acceptance, but i cant build troops. Which file is it that deals with this?

That´s strange. Maybe you have an corrupted game, because I had no problems training units outside of Sparta.

Are you sure you have the background script running? You can only get oligarchy buildings if the script is running!
You can activate it by clicking on a city after loading a game, and then clicking the 'show me how' button near the advisor portrait.

That must be the problem! You see, i get no advisor popping up, thus no chance to press show me how. Could i have deleted the file by accident? which is it?
