General Placement Question

I am currently attempting to make an extended family tree for the roman factions, and have a question about new general placement. Can generals be placed onto ships in descr_strat, or do I have to place them on land near to the ship then move them onto the ship on the first turn?

I do'nt think it's possible to have units on ships at the start of the game
