Default AI perception of "free upkeep" slots?

I searched and couldn't find anything about this, so:

Is the AI aware of how many free upkeep slots it has? In other words, if (for example) I set castles and towns to have 10 free upkeep slots, would the AI tend to put more troops in them due to this?

Thanks in advance, I have cookies btw.

I don't even know if the free upkeep has any effect on the AI - at least he is not using the feature.

    Damn, I hate the AI.

    Thanks, gigantus! *hands a cookie*

Edit: Waaait a minute... is there a way to make the AI spend more time in a settlement accumulating troops before it takes off on an invasion?

Almost certainly yes, but you will have to modify the AI files to do it.

"If ye love wealth greater than liberty,
the tranquility of servitude greater than
the animating contest for freedom, go
home from us in peace. We seek not
your counsel, nor your arms. Crouch
down and lick the hand that feeds you,
and may posterity forget that ye were
    our countrymen."
