Roman Eagle
I've been playing the kingdom of Epirus, and fighting in Italy I captured two eagles. My question is: under which circumstances will you get an eagle? When you kill a legate or higher officer, or destroy a unit which has an eagle above the banner?
And mine were both taken to Capua. Why there? Will the game just pick your nearest town?

I believe you get an eagle when you destroy a large Roman army. The eagle is in my experience always brought to the nearest settlement owned by you.

If you rout a unit of triarii, you get an eagle always, in my experience.
