Unable to build Citadel military buildings?

Hi, I'm playing SS with Novgorod (using RC/RR/BotB/etc) and I just upgraded my first castle to a Citadel. However, I am unable to build the citadel version of barracks and archery range (it doesn't appear in the constuction options); I can however build the stables upgrade and as far as I know, I have the full Novgorod unit roster for Fortress level.

Does anyone know why this might be happening?

It may be a bug in that certain settlement. For example Turku and Iasi can have 2 armourers.

The settlement is Vilinius (the castle the Lithuanians start with).

Weird. Then it couldn't be a settlement-specified error. It must be something else, you may ask Caesar Clivus/someone other person who knows.

Never mind, just read somewhere that Novgorod doesn't get the citadel military buildings. Dissapointing, but I guess I will have to wait till BotB version 2.
