Default [EU2] Played EU 2? question

Might as well ask here... My divisions lose men by moving and fighting, are they supposed to retrain (because they don't) or do i have to recruit new units? How do you afford then to have a army when whenever you move you lose 1000 men and in a war 5000 in the early game when you can only use the yearly income to buy more men? You have to wait until you make monthly income to make wars and moving?

I know it is a stupid question, maybe even a ignorant one, but anyone who has played eu 2 could answer! i will give rep This game is starting to piss me off with getting 30 bad events the first few years, while the ai enjoy +3 stability and good technology. The events are fuked up

They don't retrain. It's one of the annoying things about EUII. Usually I'll just try and make my armies move on the first of the month and hope they get there before the month ends. Why? You only lose soldiers that are on the march when a month ends. Of course, that's in addition to any attrition your provinces might cause, but I believe attrition goes down with land research to the point you can fit very large armies in single provinces without attrition. (also makes scorched earth tactics handy if your enemies are going to be marching through a province with a large army, it reduces the province's ability to support soldiers.)
Basically, like in EUIII, for much of the game, you shouldn't use your monthly income to spend money on anything. Why? inflation. What gets rid of inflation in EUII? A provincial building, I think Tax assessors (i think that's it). You have to wait a while to be able to get those (lots of government tech research). If you have one of those buildings in every province I think it reduces inflation by something like .25 a year, but asides from events (I can't remember by how much those do it), that's the only way. I think it's meant to simulate how you really have to develop your state to make really large armies and do a lot of internal spending without destroying your economy (IE your government has to be developed enough to be able to handle it).
