Purslow found it fast enough, so it was not that hard.

So numerous french cars in one pic can only be in maghreb or lebannon
Black people in arabian countries are most of all only in morocco
cities in the desert are not that numerous.
administrative cities in desert are only fews
province capital, which has the same name of his own province are for not sure not a lot either

all of this hints could only give maximum something like 3 different answers ... if not just one

just need to be able to watch "details" on a pic (and having a minimum of geographical/culture/history knowledge), read hints and a world map, and you can find it with almost 100% sure answer

Sorry but for me, it's a lot more fun like that, than giving a pic with only buildings that could be everywhere in the world

Errachidia, formerly Ksar es Souk, is a partially Amazigh-speaking town in the province of Errachidia in eastern Morocco.

That's what wiki says about the place. Even my hometown is better. Heck, even a place no one visits has better:

Nesflaten is a village in Suldal municipality, Norway. It is located at the northern end of the Suldalsvatnet lake, west of Roalkvam. It is connected by road to Botnen in Odda.

And we're talking about a VILLAGE here people! Like 30 people live there. At least it looks like that

Edit: Numerous french cars can mean a lot. It can mean Lebanon, parts of Syria, Algerie, large areas of West Africa and so on. They got deserts there as well.

It was a very hard question really That can be good, though.

Edi2: And since the floor is open, I present to you this! A picture which is just as hard as mr. Skag's picture I believe. Think logical!

Spoiler Alert, click show to read:

Well, the boat is a ore carrier/tanker
Believing the things that are outside the industry, for sure it's not petroleum, either coal, coal industries are not like that. Look at the black building : that is a pure "long building" industrial architecture.
Then, it can be almost for sure a sawmill, but then the boat is not logic (why there should be a ore carrier if the industry makes wood??), or a smeltery => the boat is then logic.

Search smeltery in Norway, and find the matching picture
I did not found, so I translated "smelter" in norwegian, which is smelterwerk or something like that (already forgot), and find the good one
