just need to be able to watch "details" on a pic (and having a minimum of geographical/culture/history knowledge), read hints and a world map, and you can find it with almost 100% sure answer

Believing the things that are outside the industry, for sure it's not petroleum, either coal, coal industries are not like that. Look at the black building : that is a pure "long building" industrial architecture.
Then, it can be almost for sure a sawmill, but then the boat is not logic (why there should be a ore carrier if the industry makes wood??), or a smeltery => the boat is then logic.
Search smeltery in Norway, and find the matching picture
I did not found, so I translated "smelter" in norwegian, which is smelterwerk or something like that (already forgot), and find the good one
