I thought of the Kehl bridge at first, but the design didn't fit. It's the monument-mausoleum of general Hoche, who died at Weissenthurm. The bridge in the background is the Raiffesenbrücke, which connects Neuwied with the left bank of the Rhine.

Its the Mausoleum and Monument of General Hoche, who died in Wetzlar September 1797, but was buried, where he crossed the Rhine to beat the Austrians in the Battle of Neuwied.
