It is indeed the town of Limbourg, seat of the former duchy of Limburg. The current Belgian and Dutch provinces of Limburg are named after it (when they were still one province) even though only about one town in their entire territory was part of it in the past. The Dutch king simply wanted to preserve the old duchy's name.

I guess, as Limbourg belongs to Wallonia and Belgium has long existing political tensions between the Walloon and the Flemish, the inhabitants of Limbourg would prefer the french name.
