This is an image of Jan Fabre's sculpture Searching for Utopia.
That thing has been traveling around as far as I know.
So you want us to figure out where it was when this particular photo was taken, though the photo shows little else.

So I had to dig out the itinerary of the artifact and I'm guessing it's Namur, Wallonia, Belgium.

Well, I didn't know that thing has been travelling. It is indeed Namur though, it's at the front of the citadel. Visited it this week, pretty nice town.

It looked like a battle memorial to me and it's one of the most famous Greek battles. There are mountains in the background and I remember reading that the geography of the area has changed and the pass isn't narrow anymore so that matches.
