Miss. It's not exactly a museum, though it does include an exposition about WWII, due to location, as there is an old bunker that used to serve as AA command center during WWII located within the grounds. There's also a good reason why there's a Sherman tank. All of these should give you enough hints...

Highly sloped roofs means snow is common occurrence and the tower is in line with old german water towers. So I'm going the "too obvious it must be it" and say Hannover.
Hm...Emden? It gotta be close to sea if the snow is uncommon, at those latitudes...

Langeoog.
Sorry for that. I almost feared it was too difficult. I hope you understand it was my first round here.
Anyway combine East Frisia and Water Tower it's the first pics show up in google so I thought you almost got it anyway.
A bit to the History of that Water Tower (and Langeoog):
Langeoog was the last island in East Frisia that became a "magnet" for tourists in the late 19th century. Because the freshwater supply in the early 20th century was bad and not up to the expanding tourism the Tower was built to solve this problem. It was used until the '80s when a more modern supply system was built.
The picture was made this January were actually snow were on the beaches.
