It is indeed Konstanz/Constance. The statue's name is Imperia, a reference to a story by Balzac about a prostitute named Imperia during the Council of Constance.
Looks like the Place where Brad Pitt is fighting in the beginning of "Troja"
I am quite sure this is "Tauric Chersonese" near current Sevastopol, Crimea. I can't really explain but one glance at that sea made me think "got to be the Black Sea"
