I guess I wasn't that wrong to mistake a Nazi "educational center" for a prison.
I thought it could be military barracks or some other military facility. Also guessed at Germany. But searching for that turned up nothing.

Looks like a triangular fortification in the front, buildings in the front look American, the ones at the port a little less so but could still be. The fort seems to be on an elevation. Can't really see anything which would allow me to narrow it down much further so I'm stuck.
I originally wanted to say Florida or somewhere SE USA but the lack of palm trees made me second guess that.
