Does anyone know how to get an AI to attack another faction?

Hey everyone,

So I am currently playing a gondor campaign, and whilst holding of harad and mordor, I also want to help rohan not get destroyed by isengard.

I have sent some troops over to edoras and successfully helped defend it agaisnt about 9 full stacks! But I need to buy some more time to get an army together to go and help them out properly.

So I decided to see if I could get a faction like the dwarves, high elves or ediras (spelling) to attack isengard to keep them at bay.

Although I just can't seem to get them to accept anything I have when I ask them using a diplomat. I attacked all the coast cities of harad and tried to give them to high elves in exchange for them attacking isengard, but they firmly rejected it.

Does anyone know what sort of things you have to offer to get a faction to attack another>?

Erm... Someone will tell you to give them a settlement near the Faction you want them to attack or something along those lines. Unfortunately there is a problem with Diplomacy: IT IS SCREWED.

Go to the Silvan Elves if they're still alive, they should be at war with Mordor, and give them lots of money, and maybe some settlements.
