Hello guys I'm new, I just started playing the Extended Realism mod and was wondering how come none of the files in the descr_strat folder can be changed to offer any results on the campaign map. I hope I'm not breaking any rules on here.

descr_strat is a file, not a folder. Changes done to it will only take effect for a new campaign, not mid campaign and you`d better not mess with it(without a backup) unless you want to start a new one. And you`d also need to delete the map.rwm again after doing the changes. And btw, there`s also the question of editing the right file. ExRM is mod foldered and installs in its own sub-folder. You`d need to find the campaign directory from it, not Rome - Total War\data etc.).
